The Cambridge Housing Authority, the Awarding Authority, invites sealed bids for JEFFERSON PARK FEDERAL ELEVATOR REPAIR/MODERNIZATION in Cambridge, Massachusetts, in accordance with the documents prepared by B SQUARED ENGINEERING, LLC.

The project entails the comprehensive modernization of duplex pair of hole-in-ground hydraulic passenger elevators in a single mid-rise apartment building. The work is estimated to cost $400,000. General bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the following category of work: Elevators.

Bids are subject to M.G.L. c.149 §44A-J and to minimum wage rates as required by Federal wage rates. INVITATION TO BID: RAD Revitalization of Putnam Gardens

The Cambridge Housing Authority, the Awarding Authority, invites sealed bids for the RAD Revitalization of Putnam Gardens in Cambridge, Massachusetts, in accordance with the documents prepared by Bargmann Hendrie + Archetype, Inc.
 
The project consists of the revitalization of Putnam Gardens Apartments at 64 Magee Street, Cambridge MA 02139. Putnam Gardens is a three building complex with 122 family apartments served by 3 story walkup common stairwells typically serving 9 or 12 apartments per stairwell. The project work will be phased construction of unoccupied stairwells that will be delivered for the contractor either singularly or in groups for the contractor to complete work in the apartments and in the common stairwells.
 
The work is estimated to cost $20,000,000.
 
Please be advised that General Bids and Sub-Bids will only be accepted from contractors who have been prequalified for this project by the Cambridge Housing Authority pursuant to M.G.L. c. 149 §44D ½ and 44D ¾ A list of prequalified General Bidders and Sub-Bidders is included in the Bid Documents for this project.

REQUEST FOR PROPOSALS - APPRAISAL SERVICES

Cambridge Housing Authority (CHA) is seeking cost proposals from qualified appraisers interested in providing a Summary Report of a Complete Appraisal for five CHA properties that will be converting from the public housing program to project-based voucher (PBV) program as well as undergoing renovations in the coming year funded in part through the Low Income Housing Tax Credit Program (LIHTC). The purpose of the appraisal is to estimate the Market Value of the fee simple/leasehold estate in each of the five subject properties upon conversion to the PBV program to assist in the valuation of the individual assets for purposes of determining the potential acquisition credits under the LIHTC program.

CHA requires the completed Summary Report of a Complete Appraisal for all five properties no later than October 22, 2014, however, the appraisal for Putnam Gardens will be due no later than October 3, 2014.

Proposal Requirements:
Appraisal firms interested in submitting a proposal for the services described should submit a letter of interest no later than Friday, September 12 at 12:00 Noon including the following information:
  • Price by property for performing the appraisal services individually for each of the five properties; 
  • Price for performing the appraisal services for all five properties (assuming that there may be a price savings should one firm be awarded all five properties); and 
  • Description of firm’s qualifications, including a copy of license as a practicing Massachusetts Real Estate Appraiser and listing of recent relevant experience with special emphasis on determining value of PBV assisted properties receiving acquisition credits under the LIHTC.

INVITATION TO BID: ESSEX STREET MANAGEMENT - MODIFICATIONS TO MAINTENANCE YARD AT LINCOLN WAY
 
Essex Street Management Inc., the Awarding Authority, invites sealed bids from General Contractors for a project Modify Maintenance Yard at Lincoln Way, in Cambridge, Massachusetts, in accordance with the documents prepared by the Cambridge Housing Authority.
 
The project consists of modifying a maintenance yard area and installing new concrete paving and finished grade to accommodate an 8ft x 20ft temporary metal storage container.  All buildings will be fully occupied throughout the construction period.  The construction period will be 4 weeks, or 20 working days. 
 
The work is estimated to cost $20,000.  
 
Bids are subject to M.G.L. Chapter 30B § 5 and to the Davis Bacon wage rates attached to the bid documents.

REQUEST FOR PROPOSALS: Prospective Lenders and Tax Credit Investors for RAD Phase 1 Financing
 
Cambridge Housing Authority (CHA) hereby requests the submission of written proposals from prospective lenders and tax credit investors (“Respondents”) to assist in Phase 1 of its conversion under HUD’s Rental Assistance Demonstration (RAD) Program.  There are five properties in CHA’s Phase 1 RAD Program covered by this solicitation:  Manning Apartments, Newtowne Court, Washington Elms, Putnam Gardens and Woodrow Wilson Court.  The project sponsor is the Cambridge Housing Authority (“CHA” or the “Sponsor).  The project developer is Essex Street Management, Inc. (“ESMI” or the “Developer”), an entity related to the CHA.
 
The construction lender or lenders selected through this RFP process (the “Selected Construction Lender(s)”) will be expected to purchase up to approximately $172 million in tax-exempt bond proceeds, and provide equivalent construction financing.  The needs of individual properties range from $7.6 million to just over $50 million.  Please refer to the RFP for additional information for each property.
 
The tax credit investor or investors selected through this RFP process (the “Selected Investor(s)”) is expected to have a 99.99% interest in the ownership entity (the “Owner”) and its projected allocation of up to approximately $8 million in annual 4% low income housing tax credits for all five properties with the allocation between properties ranging from $350,000 and $2.5 million to $3 million annually.  Please refer to the RFP for additional information for each property.
 
Respondents can propose to serve as construction lender, tax credit investor partner, or both. 
 
The transactions are expected to close in two phases: one phase by December 31, 2014 and a second phase by March 31, 2015.

Cambridge Housing Authority (CHA) invites qualified General Contractor (GC) firms to submit a Statement of Qualifications (SOQ) to the Cambridge Housing Authority, 362 Green Street, 3rd Floor, Cambridge MA 02139 no later than 2pm on August 28th, 2014.

This Request for Qualifications (RFQ) is the first part of a two step RFP process as provided in M.G.L. c. 149, Section 44D ½.  Based on the SOQs received in this Phase I, the CHA will select respondents it deems to be prequalified in accordance with the criteria set forth in the RFQ.  In Phase II, the prequalified respondents will be invited to submit bids in response to an IFB which the CHA anticipates will be issued in September, 2014.  Only GC firms prequalified for this project in Phase I will be permitted to submit bids in Phase II.

Pursuant to 810 CMR 10.08(11)(a) of the Guidelines for Prequalification of General Contractors and on Public Building Construction Projects, the Cambridge Housing Authority is reissuing this Request For Qualifications (RFQ) for General Contractors due to significant increases in estimated overall project costs. The General Contractors who submitted SOQs for the above referenced Cambridge Housing Authority project by the Prequalification Committee during the initial prequalification review shall remain received for this particular project without further necessary submission by the General Contractors for review by the Cambridge Housing Authority for the maximum time period allowed pursuant to 810 CMR 10.08(12).
 
The project includes replacement of systems and interior upgrades to a three building, 122-unit development located at 64 Magee Street, Cambridge MA 02139.

CHA anticipates work on this project will commence in the Winter of 2014 and construction will be completed within 48 months from the date of the notice to proceed to the GC.

At the time a GC firm submits its SOQ it must have a DCAM Certification in the Contractor Category, “General Building Construction” with a single limit greater than the $20.5 million estimated construction cost.  This required SOQ is different from DCAM Certification, all GC firms must be prequalified for this project, even if the GC firm is already DCAM Certified.
The successful respondent must be able to obtain bonding for the full construction costs.  All respondents are advised that the CHA is undertaking a reasonable consideration process to pursue this project under a Project Labor Agreement (PLA).  However no PLA proposal has been submitted to the CHA Board for decision at this time.

The project entails the comprehensive repair and modernization of one simplex overhead traction passenger elevator in a single mid-rise apartment building. The work shall comprise of new elevator operating equipment, including a permanent magnet AC gearless elevator machine. A regenerative drive assembly in the controllers shall be furnished and installed. The work is estimated to cost $400,000.

Cambridge Housing Authority (CHA) invites qualified Filed Sub-Bidder (FSB) firms to submit a Statement of Qualifications (SOQ) to the Cambridge Housing Authority, 362 Green Street, 3rd Floor, Cambridge MA 02139 no later than 2pm on August 28, 2014. 
 
This Request for Qualifications (RFQ) is a two phase RFP process as provided in M.G.L. c. 149, Section 44D ¾ and 810 CMR 10.00. Based on the SOQs received in Phase I, the CHA will select respondents it deems to be prequalified in accordance with the criteria set forth in the RFQ. In Phase II, the prequalified respondents will be invited to submit bids in response to an RFP which the CHA anticipates will be issued in November of 2014. Only filed sub-bid firms prequalified for this project in Phase I will be permitted to submit bids in Phase II.

The Subcontractors prequalified to submit sub-bids in the particular trade for the above referenced Cambridge Housing Authority project by the Prequalification Committee during the initial prequalification review shall remain prequalified for this particular project without further submission by the Subcontractor or review by the Cambridge Housing Authority for the maximum time period allowed pursuant to 810 CMR 10.08(12). 
 
The project consists of demolition of existing four (4) masonry residential buildings at 1 Jackson Place, Cambridge MA 02140 and the construction of six (6) buildings with a new street configuration. The new construction will result in 104 units of Certified Green Communities Affordable Housing. Basic construction includes: four (4) buildings shall have 3-story town house style units with wood framing; and two buildings shall have 4-storys with a mix of apartment flats and residential and community space on the first floor. Each of the 4-story buildings will have an elevator. 
 
The project team includes staff from the Cambridge Housing Authority’s Planning and Development Departments and the architect is Abacus Architects + Planners. The CHA anticipates work on this project will commence in the winter of 2014, and construction will be completed within 24 months from the date of the notice to proceed to the General Contractor. The estimated construction cost for the project Is approximately $32,000,000. 
 
The CHA is prequalifying the following FSB trades for this project (with estimated costs as indicated): Elevators ($550,000) and Resilient Floors ($675,000). 
 
At the time a FSB firm submits its SOQ, it must submit a DCAM Certification in the Trade Contractor Category for which it is seeking to be prequalified, a copy of its Certificate of Eligibility, and an Update Statement with its SOQ. This required SOQ is different from DCAM Certification. The project includes replacement of systems and interior upgrades to a three building, 122-unit development located at 64 Magee Street, Cambridge MA 02139 with a total estimated construction cost of $13 million. CHA anticipates work on this project will commence in the winter of 2014 and construction will be completed within 30 months from the date of the notice to proceed to the GC.

This Request for Qualifications (RFQ) is the first part of a two step RFP process as provided in M.G.L. c. 149, Section 44D 1⁄2 and 3/4. Based on the SOQs received in this Phase I, CHA will select respondents it deems to be prequalified in accordance with the criteria set forth in the RFQ. In Phase II, the prequalified respondents will be invited to submit bids in response to an RFP, which CHA anticipates will be issued in October 2014. Only firms prequalified for this project in Phase I will be permitted to submit bids in Phase II.

The successful respondent must be able to obtain bonding for the full construction costs (for GCs) or their FSB trade costs. All respondents are advised that CHA is undertaking a reasonable consideration process to pursue this project under a Project Labor Agreement (PLA). However no PLA proposal has been submitted to the CHA Board for decision at this time.

INVITATION TO BID

ELECTRICAL CONTRACTOR FOR MAINTENANCE AND REPAIRS AT VARIOUS LOCATIONS

The Cambridge Housing Authority (the Owner), invites sealed bids for Electrical Contractor for Maintenance and Repairs at Various Locations, in Cambridge, MA in accordance with the specifications as prepared by the Cambridge Housing Authority.
 
The awarded contractor will be responsible for providing the CHA with a variety of electrical needs on an as needed basis.  The work will include, but not be limited to, providing maintenance and replacement of parts and equipment related to electrical systems, providing tests and/or inspections for any agency which has jurisdiction over the authority, providing emergency maintenance service, etc.  The term of this contract will be for a period of two years.
 
The not-to-exceed value of this contract is $150,000.  The category for which the General Bidder must be DCAM-certified is Electrician.  General Bids will be accepted from bidders only when accompanied by a Certificate of Eligibility and an Update Statement (DCAM Forms CQ7 and CQ3.)

The Cambridge Housing Authority (CHA) Planning & Development Department seeks up to 3 consultant(s) experienced with affordable housing construction under M.G.L. c.149 regulations and procedures.  Tasks may include review of construction documents and schematic designs, assistance in bidding and contractor prequalification, assistance in construction administration activities, and general assistance in the design and construction process.  The initial contract term(s) will be for a period of up to three years.  Contracts may be renewable for an additional term of up to two years.  The maximum total fee per contract term is $150,000.  A copy of the Request for Proposals (RFP) detailing the scope of work and the selection criteria will be available from the CHA beginning on April 23, 2014.  The deadline for submitting proposals is 2:00 p.m on May 15, 2014 delivered to the CHA, 3rd Floor, 362 Green Street, Cambridge MA 02139.

Solid Waste Pick-up and Disposal at Various Locations

The Cambridge Housing Authority, the Awarding Authority, invites sealed bids from General Contractors for Solid Waste Pick-up and Disposal at Various Locations, in Cambridge, Massachusetts, in accordance with the documents prepared by the Cambridge Housing Authority.
 
The project consists of the weekly pick-up and disposal of waste from various developments scattered in and around the Cambridge area.  The amount of weekly pick-ups will be dependent on the size of the development. 
 
Bids are subject to M.G.L. c.30 Section 39M and prevailing wage rates are required to be paid.  The estimated value of this contract is $300,000 and the contract period will be for two years, subject to appropriation of adequate funds, and may be cancelled in the event such funds are not available.

Property Management Services - St. Paul’s Residence 

The Cambridge Housing Authority (CHA) is soliciting sealed proposals from qualified property management firms for the management and provision of social services to its 19-unit single room occupancy housing facility located at 34 Mt. Auburn Street in Cambridge, MA.  The successful respondent will be responsible to provide management and social services to the development and perform such duties as will assure the efficient and economical operation and maintenance of the development.   The term of the contract is one year, with the option to renew for two additional one year terms. 
 
Bids are subject to M.G.L. c.30B.  The estimated value of the contract is $100,000 per year.

Supply and Install Fire Alarm Devices at 116 Norfolk Street
 

The Cambridge Housing Authority, Cambridge, Massachusetts (the Authority) invites bids to Supply and Install Fire Alarm Devices at 116 Norfolk Street, in Cambridge, MA in accordance with the bid documents as written by the Cambridge Housing Authority. 

 
The awarding contractor will be responsible to supply and install thirty-five new indoor wall horn/strobes, replace and install sixteen existing horns, replace all fifteen fire pull stations, install two remote power supply devices and provide all other necessary equipment for the installation of fire alarm devices in this fully occupied, four-story  elderly/disabled congregate development.  The term of this contract is for two weeks or ten (10) working days.
 
The estimated cost of this project is $15,000.00.  Bids will be subject to M.G. L. C.149 Section 44A to J inclusive.

CAMBRIDGE AFFORDABLE HOUSING CORPORATION


INVITATION TO BID:  SUPPLY AND DELIVER KITCHEN APPLIANCES FOR TEMPLE PLACE APARTMENTS
 

The Cambridge Affordable Housing Corporation (CAHC), c/o Cambridge Housing Authority, Cambridge, Massachusetts (the Authority) invites sealed bids to Supply and Deliver Kitchen Appliances to Temple Place Apartments, in Cambridge, MA in accordance with the bid documents as written by the Cambridge Housing Authority. 
 
The project consists of supplying ranges, refrigerators, wall ovens and cooktop stoves to a newly constructed housing development located on Temple Street in Cambridge, MA.  The awarding vendor will be responsible for the supply and delivery of all appliances to the individual units in this new 40 unit, 5-story new development with on grade parking.  Vendor will be responsible for removing all packing materials from appliance and to remove all packing materials from site.
 
Estimated cost of this project is $75,000.00 and the estimated date of delivery will be between September 1, 2014 and October 31, 2014.

General Bids will be received at the Cambridge Housing Authority, 362 Green Street 3rd floor, Cambridge, MA 02139 no later than Wednesday, February 12, 2014 at 10:00 AM and opened forthwith.  Bids that are mailed should be in a sealed envelope clearly marked:  BID FOR:  Supply and Deliver Appliances for Temple Place Apartments and addressed to:  Cambridge Affordable Housing Corporation, c/o Cambridge Housing Authority, 362 Green Street 3rd floor, Cambridge, MA 02139 ATTN:  Purchasing Department, with the name of the firm submitting the bid. 
 
Due to this site being under construction, a site visit will not be feasible.  Attached please find the building elevation, ground floor and typical first-fifth floor plans for review.  Each bidder is encouraged to review the drawings of the proposed site and become fully acquainted with the conditions as they exist in order to fully understand conditions, restrictions, and difficulties attending the execution of the work under this contract.  By submitting a bid, the bidder warrants that he has examined the drawings and bid documents and, that the plans and bid documents are adequate and the required result can be produced as written.  No increase in the contract sum nor claim for damages due to delay will be permitted as a result of the contractor’s failure to accomplish any or all of these requirements.
 
The time of acceptance of the bid by the Cambridge Housing Authority is 30 days from the date of the bid opening.  Award of the contract is conditioned on approval by the Cambridge Housing Authority’s Board of Commissioners.  The contract is subject to appropriation of adequate funds, and may be cancelled in the event such funds are not available.

REQUEST FOR PROPOSALS - JANUARY 2014

PHYSICAL CONDITION ASSESSMENT CONTRACTOR: RENTAL ASSISTANCE DEMONSTRATION AND CAPITAL IMPROVEMENT PLAN UPDATE


UPDATE 01.22.2014 - ADDENDUM #1

Cambridge Housing Authority (CHA) is seeking the services of a qualified firm to:

  1. Complete Physical Condition Assessment services specific to the requirements of the U.S. Department of Housing and Urban Development’s Rental Assistance Demonstration (RAD) Program; and

  2. update its Authority-Wide Capital Improvement Plan.

The work will be done in two phases as follows:

  • Phase I will consist of RAD Physical Condition Assessments of the nine CHA properties undergoing RAD conversion, and associated report. This work must be done by March 10, 2014.

  • Phase II will include of two tasks:

-RAD Physical Condition Assessment for the remaining CHA properties scheduled toundergo RAD conversion. This work must be completed by November 15, 2014.
-Update of CHA’s Capital Improvement Plan for both Phase 1 and Phase 2 properties.
 

CHA last completed a Capital Improvement Plan (CIP) in 2006. The completion of this portion of the work is projected for January 2015.

RFP PHYSICAL CONDITION ASSESSMENT CONTRACTOR - RAD

The deadline to submit proposals is January 28, 2014 at 2:00pm. Proposals are to be clearly marked and delivered to Cambridge Housing Authority, Attention: Margaret Donnelly-Moran/Physical Condition Assessment RFP 2014, 362 Green Street, Cambridge, MA 02139. The deadline is firm as to place and time. CHA will not consider proposals received after the deadline, and such proposals will be returned unopened. Faxed or emailed proposals will not be accepted.

Please note that the Fee Proposal Form must be submitted in a separate, clearly marked envelope from the rest of the proposal material.

INVITATION TO BID - DECEMBER 2013

ELEVATOR MODERNIZATION AT ROOSEVELT TOWERS (MA 200-4A)

Cambridge Housing Authority, the Awarding Authority, invites sealed bids for an elevator modernization project the Roosevelt Towers mid-rise apartment building at 14 Roosevelt Towers off Cambridge Street in Cambridge, MA. The work is estimated to cost $500,000.

The Project consists of the modernization of two (2) traction elevators in an 8-story mid-rise occupied apartment building. Bidders must be DCAMM certified. Equal Employment Opportunity guidelines shall be strictly enforced on this project. Please refer to section 011001 of the General Requirements. Bids are subject to M.G.L. c.149 § 44A-J and to minimum wage rates as required by M.G.L. c.149 §§26to 27H inclusive.

Sealed bids will be received until Wednesday, January 15, 2014 at 11:00 a.m., at Cambridge Housing Authority, Planning & Development Department, 362 Green Street, Cambridge, MA 02139.

A site visit and briefing session will be held on Wednesday, January 8, 2014 at 11:00 a.m. at Roosevelt Towers.
