The Cambridge Housing Authority (CHA) hereby requests the submission of written proposals from prospective lenders and/or tax credit investors (“Respondents”) to assist in financing a family redevelopment project: Jefferson Park (200-2), a 108-unit development located in theNorth Cambridge section of Cambridge (the “Project”). The project sponsor is the Cambridge Housing Authority (“CHA” or the “Sponsor). The project developer is Cambridge AffordableHousing Corporation (“CAHC” or the “Developer”), an affiliate of the CHA.
The construction lender selected through this RFP process (the “Selected Construction Lender”) will be expected to purchase approximately $23.5 million in tax-exempt bond proceeds, and provide equivalent construction financing. The tax credit investor selected through this RFP process (the “Selected Investor”) is expected to have a 99.99% interest in the ownership entity (the “Owner”) and its projected allocation of approximately $1.8 million in annual 4% low income housing tax credits. Respondents can propose to serve as construction lender, tax credit investor partner, or both.
The transaction is expected to close in April/May, 2014.
This Request for Proposals (“RFP”) contains specific requirements and other information necessary for submitting a proposal. Any questions about this RFP must be submitted by e-mail to John Woods at jwoods@cambridge-housing.org by 5:00 P.M. eastern time on Monday, June 3, 2013.
Respondents must complete and submit the attached 'Exhibit A' as per the instructions in order to be notified of any addenda to the RFP.

INVITATION TO BID: LEGAL SERVICE CONSULTING
The Cambridge Housing Authority (CHA) is seeking the services of up to five qualified legal consultants/firms with relevant experience to assist the CHA with organizational, modernization, redevelopment and development activities. The term of any resultant contracts will be three yearS, renewable at the sole discretion of the CHA by two (2) one year periods. The total duration of the contract, including all extensions, shall not exceed three years unless otherwise required by the needs of an on-going project. The maximum total fee for services is $125,000 per annum, though CHA reserves the right to renegotiate the annual upset limit if project needs require additional services.

INVITATION TO BID: FULL ELEVATOR MAINTENANCE SERVICE FOR UP TO TWENTY-ONE ELEVATORS AUTHORITY-WIDE
The Cambridge Housing Authority (the Owner), invites sealed bids for Full Elevator Maintenance Service for up to Twenty-One Elevators Authority-Wide, in Cambridge, MA in accordance with the specifications as prepared by B Squared Engineering, LLC.
The awarded contractor will be responsible for providing the CHA with elevator maintenance service of up to twenty-one elevators in thirteen locations. The term of this contract will be for a period of three years.
Estimated cost of this project is $380,000. The category for which the General Bidder must be
DCAM-certified is Elevators. General Bids will be accepted from bidders only when accompanied by a Certificate of Eligibility and an Update Statement (DCAM Forms CQ7 and CQ3.)
The bid documents will be available on Wednesday, May 15, 2013 after 10:00 AM at the Cambridge Housing Authority, Purchasing Department, 362 Green Street, Cambridge, MA 02139. Bidders may obtain Specifications weekdays, between the hours of 8:30 AM and 5:00 PM. There is a $50.00 deposit for bid specifications. Bids will be subject to M.G. The time of acceptance of the bid by the Cambridge Housing Authority is 30 days from the date of the bid opening. The contract is subject to appropriation of adequate funds, and may be cancelled in the event such funds are not available.
Every General Bid shall be accompanied by a Bid Deposit payable to the CHA in the form of cash, a certified check, bid bond, treasurer’s or cashier’s check issued by a responsible bank or trust company, in the amount of 5% of the bid.

BUSINESS PROCESS ANALYSIS AND RELATED IMPLEMENTATION TECHNICAL ASSISTANCE SERVICES
The Cambridge Housing Authority (CHA) is seeking a qualified consultant to assist the agency in analyzing and streamlining several of its core business processes. The overall objectives of this process include simplifying and streamlining core business processes, incorporating efficiencies wherever possible to lower the cost of operations; developing user-friendly documentation for core business processes; reducing use of manual or spreadsheet tracking systems and maximizing use of CHA’s primary computer software applications to support/track core business processes, generate reports on key performance indicators, and provide other required real-time data; training staff on tools and techniques needed to promote continuous improvement of CHA business processes; and, instituting a system to measure and monitor key performance indicators across all organizational units. The term of this contract will be for two years, with the option to renew for an additional one year term. The maximum total fee for services will be $75,000 per year.

INVITATION TO BID: TEMPLE PLACE APARTMENTS-
APRIL 18, 2013
The Cambridge Affordable Housing Corporation (CAHC), the Owner and Awarding Authority, invites sealed bids for Temple Place Apartments in Cambridge, Massachusetts, in accordance with the documents prepared by HMFH Architects Inc.
The project consists of new construction of a 5-story, 40 unit affordable housing complex. The construction period will be 420 days. This project is being funded by the following entities: the Cambridge Affordable Housing Trust; the Cambridge Affordable Housing Corporation; the Department of Housing and Community Development; East Cambridge Savings Bank; and Low Income Housing Tax Credits (LIHTCs).
The work is estimated to cost $10.5 million.
Sub-Bids from Prequalified Subcontractors must be submitted before 2:00 p.m. on Thursday, May 16, 2013 at 362 Green Street, Cambridge, MA 02139.
General Bids from Prequalified General Contractors must be submitted before 2:00 p.m. on Thursday, May 30, 2013 at 362 Green Street, Cambridge, MA 02139.
Please be advised that General Bids and Sub-Bids will ONLY be accepted from contractors who have been prequalified for this project by the Cambridge Affordable Housing Corporation pursuant to M.G.L. c. 149 §44D½ and 44D¾. A list of prequalified General Bidders and Sub-Bidders is included in the Bid Documents for this project. Prequalified General Bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the following category of work: General Contractor. All general bidders must include a current DCAMM Certificate of Eligibility and signed DCAMM Update Statement.
Bids are subject to M.G.L. c.149 §44A-J and to minimum wage rates as required by M.G.L. c.149 §26 to 27H inclusive, and applicable federal wage rates. The higher rate of the two in the attached rate schedules shall be used for this project. All other applicable state law, municipal ordinances, and rule and regulations of all authorities having jurisdiction over construction of the project shall apply to the contract throughout and will be deemed to be included in the contract as if written out in full. Prequalified Sub-Bidders must be DCAMM certified for the trades listed below and bidders must include a current DCAMM Sub-Bidder Certificate of Eligibility and a signed DCAMM Sub-Bidder’s Update Statement with their bid.
