Disposition/ Conversion from Federal Public Housing to Housing Choice Voucher

In an effort to preserve and protect its public housing units, the Cambridge Housing Authority (CHA) is developing a disposition plan to submit to HUD which would switch much of its federally assisted public housing developments to rental assistance developments (Section 8).
The federal public housing program has suffered substantial cuts to its operating and capital budgets since 2010 which has reduced CHA’s funding by $2.76 million annually. Given the adverse consequences of the reduced operating and capital funds and a backlog of capital needs exceeding $300 million, CHA would be negligent if it did not explore and/or pursue opportunities to obtain more adequate and reliable subsidies to protect and preserve its deeply affordable housing. Disposition of CHA’s public housing stock and the corresponding receipt and project-basing of tenant protection vouchers would support CHA’s efforts by increasing revenue and providing increased access to private financing to meet the portfolio’s renovation needs.
