Legislation & Policy

On July 28, 2010 CHA's Executive Director Gregory P. Russ testified before the Community Preservation Act Board.  In his testimony Mr. Russ urged the Board to continue making 80% of CPA funds available to the Affordable Housing Trust to support local efforts to expand and preserve the city's affordable housing stock.

The Cambridge Housing Authority uses the flexibility provided by its participation in HUD's Moving to Work Demonstration Program (MTW) to think progressively about how we use, purchase and produce energy.

CHA was asked by HUD to share lessons we've learned leveraging MTW to improve energy consumption and reduce carbon emissions with other MTW agencies and HUD staff.  The presentation below was given by CHA Executive Director Gregory P. Russ at the 2010 Moving to Work Annual Conference in Washington, DC on June 2, 2010.

On January 6, 2010 Patrick Dober, CHA's Deputy Director of Planning and Development provided comments at the State's Annual Hearing on the allocation of Private Activity Tax Exempt Bond Financing.  Tax exempt bond financing is a critical tool for the revitalization and modernization of CHA's aging public housing stock.

On December 22, 2009 Patrick Dober, CHA's Deputy Director of Planning & Development testified on the Massachusetts Department of Housing & Community Development's Draft Qualified Allocation Plan (QAP).  Mr. Dober encouraged the Department to revise the QAP to create a priority for state public housing developments; particularly Chapter 200 family public housing developments.

This document provides quick facts about the history of Public Housing in the US as well as a brief description of CHA's programs under the MTW demonstration. CHA presented this material at a Master Class on Housing organized by the Ash Institute for Democratic Governance and Innovation, Kennedy School of Government at Harvard University for the Dutch Housing Directors Corporation in October 2009.
